i'm at the weather machine and i got a journal update saying about the ashstorms
and when I go to alamexia she says there are no ash storms

there are those pictures in front of the levers what picture should u see (i recon the volcano picture) and is there a specific person to go to

I barely understood a word of that. And the words I actually understood I could barely make out... Anyways, i dont realy understand the question you are asking.

In order to make the Ash Storms start, you need to insert the Powered Dwemer Coherer into the Karstangz-Bcharn (the dwemer machine above the water). Then pull the right lever in front of the pictures to make a volcano appear and to start the Ash Storms.

yeah, and remember to keep pulling till the journal updates then get away

You don't have to report it to know you have it right, you can see and hear them. But you still have to report to Almalexia to get the next part of her quest 'The Missing Hand'.

i did get the journal up date and i did put the powered thing in to activated
