Talk to the wiseman who is in the west part of the town. I dont remember his name but he lives alone.

Joining the Skaal can only be done by doing the main quest, to do that go have a chat with Captain Falx Carius at Fort Frostmoth. Keep playing the quests and eventually u will get the mace u want.
