I normally have 240 health but when I loaded my game up my health is 28 out of 28. My attributes are the same and I've tried re loading and re starting my computer but it still says my health is 28. Is this is a known bug?

I've never heard of a bug like this, but there's one quick fix. Open the console with the tilde key (`) and type in "player->sethealth 240" (without the quotes).
Once that's done you'll have 240 health again.

That happened to me with magicka. it dropped to 18 for no reason. I don't know how to cure it without the console.

what about Damaged Skills? i know the Fury screws up your armor ratings no big deal for me though. but one time on my newest character i was just checking my stats and my restoration skill was like a red 3, and no Drain effects were present. it was only like 7 before but having a RED THREE in the bag with a bunch of WHITE numbers just pisses me off (in case nobody has noticed im real iffy about certain things in Morrowind). so is there no restore Restoration potions, shrines, spells [xbox] or can i just train it back up to where it was and it turn back white (yellow? whatever)?

There is "restore skill" spell, but only in GOTY Edition. To my experience you can train it to 100 if you want, but it won't change color to white.
