i'm sorry if this was asked before, but i couldnt find anything.
how do i create new exteriors (maybe a new island or something like that in the sea) without editing vardenfell?

That's easy. Just go into the editor, go to any cell on morrowind, and head out to sea. It will automatically create new exteriors.

I'm new at the editor too, so please dont think im stupid. I just dont understand some stuff. lol. Anyway, how exactly would you create an island in the middle of the sea? do you need any statics or what? or does it just create land on its own?

Hit the H key to bring up landscape editing. Then you can move the land up and down with that. But I would recommend finding a tutorial before you do anything. If you can find it, I would use Dragonsong's Building Tutorial. It's very good. And we don't think you're stupid, everyone on here was new at one time.
