Found these water fountain with this name in a cave called Sharapli. Couldent really figure out anything to do with it.

Anyone found some use for it? May be a leftover from some scrapped quest during development.

There are no scripts attached to it, and no ingame references to it. This leads me to believe that it was either for a quest that was later scrapped, or simply for aesthetic pleasure.

The Illuminated Order mod uses it in a quest.
