The ShowRaceMenu console command will open up the character creation menu from the beginning of the game. However, if you just exit the menu normally, your stats will be reset. To prevent this, do whatever changes you want, save while still in the menu (the console has to be open for this to be possible), and load up the resulting save. Your cosmetic changes will remain in effect, and your character will have all their old stats.
