im in the process of reinstalling all the mods i once had before my comp went nuts and i had to wipe it out...i have a weather mod that works fine but i remember when i had all my stuff installed the first time i did somthing to make it rainy and foggy less...i dont think it was a mod i think it was somthing i changed in the oblivion data file. it didnt effect my weather mod it just made it nicer out more often...now i cant for the life of me remember what i did. if any knows what has to be changed in the data file or if it was a mod please let me know...im tired of crappy weather all the time...it depresses me lol

I know that you can do a search for precipitation in oblivion.ini (ctrl + F in notepad) and set it to 0 to totally kill the rain. Hope that helps a bit.

yeah thats what i was thinking. maybe ill change it to 0.5 so it just rains less. thanks for the help
