Since they are illegal I doubt anybody would be willing to list them here.

Why do you want private servers?

1. They steal your accounts by installing keyloggers
2. Breach Copyright in about 2000000 different ways

3. They usually disappear or die off after a few weeks of doing the things listed above. Only to be reborn with a new name, website, and cash shop.

As michlo pointed out, they are illegal, and people cannot suggest any to you because of this reason. You can however probably get a few hits from spending a few mins searching with Google. However, as mentioned, doing so comes at significant costs. Not only is there the chance of having your account stolen, you can also get perma banned from official servers since many private servers require altering the client in some way. You also open yourself to the mercy of whomever is running the server (viruses, spyware, worms, or just good old hacking through your IP). It is, in a sense, an even larger waste of time than official WoW since anything you do on these servers only exists for as long as that server is running (and hasn't decided to wipe their player files). As many of these servers are donation based... (people get uber gear for giving money, and proceed to abuse their power) it is doubly pointless. You are quite honestly better off spending the time memorizing VCR instructions in a foreign language. You won't even find the community to keep you hooked as most of the people playing on these servers either don't know how to play, or were banned for being asshats on the official servers.

While I have not personally played WoW, I have had friends who have found it necessary to go on and on about the game. One particular discussion was about such a private server which gave you an instant high level... in an attempt to encourage me to start playing. While on the surface, this may seem like an awsome idea, especially given the amount of mindless killing that is likely required normally... But you have to remember that much of that sense of accomplishment is based on actually spending the months getting that 1 level. All that other stuff just really cheapens the experience of the game. Best to just pass and either stick to legal, free games, or spend the real money playing on the official servers.

*sigh*
If they were illegal Blizzard would be sending lawsuit after lawsuit at these people
And they ain't
As such they aren't illegal for the moment
They don't steal your account for the record
If you're going to come into a thread to post stuff people already know an just all around not be helpful then don't bother posting

Follow this link to the WOW forums. It explains that Private Servers are against the WOW TOS.

Therefore we will not endorse it on these forums.
