All the vanilla objects are packed into archives named Oblivion*.BSA and Oblivion.ESM. Yet at least a /data folder is needed since these BSA goes there. All others folders aren't need. But if they exist the game will seek things there first. So they are placed by the patches and mods (including the official ones).
If you don't have a /data file folder you can't even get the game working, let alone mods.
If the game is working you are just looking in the wrong place. I think you are looking for the /data into the C:\My Documents...\games\Oblivion (if XP) instead the place the game was actually installed (default= C:\Program files\...\Oblivion).
PS: That folder under C:\My documents... is used by the game to store the saves, the Oblivion.ini it uses currently (instead the default .ini it keeps into the install folder and that isn't meant to be changed). And a few things more.
