hi, i was wondering if there is a mod for morrowind that is similiar to oscuro's mod for oblivion?

There isn't. One of the major features of OOO is to make Oblivion more static (in other words: more like Morrowind).

i was mainly asking because of the monster level cap, is there a monster level cap in morrowind? like if i am lvl 2 i can't meet any harder monsters, i think it's like that in oblivion, is it the same in morrowind?
