I've looked in the places where the npc is suppose to be at certain times but the npc is a no show.
I've waited in those places, but again, no show.

what is the console command for bringing a required npc to the player.

i.e. Rancid Ra'dirsha.

you mean the NPC which trains master spechcraft??

because sje can be found in the temple of the one most of the day.
