Try the place where you start off to get armour

Balmora man Balmora it the place to go step right up and steal the orcish armor

Dont STEAL

it is ok armor for your first bits of pieces

Just make sure you don't get caught.

If its just lying around however...

Guy in Balmora has some good armour for starting char and if you get the official Adamantioum armour patch he has that as well 9and looks cool) no helmet though, you need the plugin quest to get that one (again an official mod)
