I'm supposing this is the proper place to ask this kind of question.
I want to start making a mod that adds a new city/town/whatever to the game. I've been trying to find a good location, but most of the places I've actually considered seem to either a) be full of stuff that would throw the rest of the game off if removed, or b) have a landscape or terrain that would make the town design in mind look mind-bogglingly out of place. The easier way to go, of course, would be to set the town on a little seperate island somewhere - but I've noticed in my years of downloading mods that this method has been used to hell and back.
Would anyone be able to reccomend a good spot on Morrowind that would accomodate a large, Pelagiad-esque city without having it look like it was dropped out of a UFO?
On a side note - can anyone give me a link to a program that can decompress the morrowind.bsa file so I can access the textures, etc.?

You could always put it somewhere south of tel vos. That's pretty much just rolling meadows with the occasional crypt or mine.

I don't know how bg you want your city but there is a mod called chunko'land that is off the bittercoast line but it is really big (as big as solstheim if not alittle bigger) but the person who did this mod said they did it was to save time on raiseing a new island out of the water so it is a empty island that is just waiting for someone to put things on it.
