Basically Im looking for a mod that allows you to add reflect damage/spell and all the other locked spells to objects via the mages enchantment thing....

I did it without OBSE but i pulled the mod because after using it a while i found it completely ruined my game. I have avoided changes to this ever since.

I agree, between a spell which has a restore magicka component (at no cost I might add), and spells make you reflect 100% of all damage/spells used on you, combat became a bit pointless, only archers proved to be any kind of a threat (negated by high shield and restore health enchantments).

These effects were left out of custom spells and enchantments for a reason, they make the game too easy.
