I've got some troubles about creating military objects like a helmet ,a gas mask and to insert them into Oblivion. I've got 3D Sudio Max and Blender. Does anybody of you know what can I do?

Computer Assisted Design is not easy, that's why not everyone does it.
What you can do is start practicing following tutorials. Google is your friend. We really need more people learning to use these tools and contributing ASAP. That's why I'm not doing anything else but concentrating on learning to mesh with Blender before ANY OTHER PROJECT. That's my priority.
