Just wondering, as I know of the IsPowerAttacking function in OBSE. Is there a way to determine which power attack is used?
And I know this is way out there, but it isn't possible to have animations unique to the PC, and have NPCs use standard animations, right?

i cant really answer the 1st question because i don't use OBSE
you should know that animations are meshes and textures quite clever i will say a good example would be
Seph Dual Wield Beta it has a forward power attack but you can choose to give either the PC the dual wield abilities or everyone but it isn't recommended

How do you set animations to be for everyone, or for the PC alone, though? Whenever I replace my animation meshes manually, everyone is affected by them. I do my replacements in the _male folder, btw.

Sephs Dual Wields gives you a add-on that allows you to change ( manually but it comes with a very detailed readme) give all NPCs the same Animation as the PC would get but it isn't recommended

Thanks. I checked Seph's Dual Wield, and found out that he couldn't make the power attacks independent after all. I take it this has something to do with the "specialanims" folder not containing the power attack meshes.

Hmm...well I went through the included ESP for the dual wield mod for PC-only. I have no idea to figure out which changes he made though. I clicked on the details button, but I have no idea where the changes can be seen... I still have no idea how to make animations apply strictly for the PC, and not for NPCs... I do apologize for being such a noob at this. =/

there isn't anything to apologize about don't worry we all had this problem at some stage unless your me i get it a lot hehe
have you got Oblivion Mod Manager?
