It sounds like a filespace issue in your Temp directory, to me. The directory it's trying to access is under "Documents & Settings/Users/Todd/Local Settings(normally a hidden directory)/Temp" which houses all the temporary files for user 'Todd'.
Run Disk Cleanup, purging all temporary internet files (should be under Accessories/System Tools).
If 'todd' is the only user on the computer, this should fix it. If there's more than one user, the others' temporary files may be taking up too much space in the Pagefile, and need to be cleaned out. Best to do this under the Administrator's account for XP.
If necessary, manually increase the size of your pagefile (temporary storage sectors on your hard-drive).
If that doesn't fix it for you, I'm at a loss for further advice.
