yeah, it's missing meshes. Looks like the statics within the town. Can be caused by a great many things.

a idea is to take all mods offline and see if the problem still persists if it does reinstall oblvion

Also, how did you enter the town? Did you fly in by chance? If you do that, the town usually won't load everything up, you need to use the gate to make sure it does.

Cheers.

Maybe the problem is mod you already "uninstalled". Try doing an archive invalidation with OBMM before going to more drastic measures.

Reinstalling the game will not correct missing messes for a mod. I take it you just installed a new mod that affects something in that area, so just go through the files for that mod and double-check that you put everything in the correct folder.
Watch for things that are commonly spelled incorrectly or in the wrong tense like: Armor - Armour - Armors, Meshes - Meshs, Menu - Menue - Menus, stuff like that.
Also make sure you do not have any accidental double folders such as a meshes folder inside another meshes folder.
Edit: What Nosisab said is a good question too, did you try to delete something?

reinstall the mod and run archive invalidation if you really want to be blood and mud (but personally, i think the game have really bad translations, i can't understand a thing they;re saying

)

You have "Open Cities Full + Bravil Blood & Mud + Leyawiin Reborn" installed, but do you have the full Bravil Blood + Mud installed (minus the esp)?
When I installed Oblivion on my laptop, I forgot to install the Bravil Blood + Mud meshes with the full Open Cities and things looked just exactly like your pictures.
