no, but outside if you use the paint brush glitch you can climb to the top of any building

there is a mod at adds a ramp to the top of while gold tower not sure what it is

Yes. In fact, as far as I know, the top of the tower doesn't have collision.

I tiped in t.c.l and flew to the top but it looked pretty glitchy since you could see inside the seperate areas of the imperial city. Bethesda didn't bother putting anything inside the areas because they never intended people to see it.

I can confirm by experience that the top of the tower doesn't have collision, so you just keep falling down. Quite boring...

I had that mod, it was a home in White Gold tower, but you had to be the Champion of Cyrodiil to get it. Imperial Dragon Tower v1.10 The only thing was that when you transported to the top, you were transported above the top of White Gold tower looking down on it. I don't like living in towers so I ditched it.


The other mod that simply takes you to the top of White Gold tower to hang out, is this simple one, White Gold Tower Top.

It simply adds a little button on the wall outside the palace that transfers to you to a little look out point at the top of the tower!
