Due to a persistent BSOD problem, I had to restore my computer back to factory settings. I reinstalled Oblivion, grabbed my normal mods(Including OBSE, OBMM and patches and such), and tried to run Oblivion. It loads up a black screen for a split second, then exits back to the desktop. With no error message at all. This happens no matter which launcher or .exe I use (Normal Oblivion launcher, OBSE, still happens).

So what would cause this?

EDIT1: I just realized I do NOT have a OOO.esm. And I am at 1.31 OOO. Where is the .esm? It wasn't in the OOO folder.

You'll have to take the usual step of deactivating / unloading all of your mods, ensuring the game is fine without them and then loading them one by one until you find the culprit. It may very well just be load order.

I found out the culprit. No OOO.esm made it impossible to launch due to a couple of other mods depending on OOO.esm. Upgraded from my OOO to 1.32, and it works!
