I unzipped everything to the oblivion/data folder, double checked and everything is where it is supposed to be, but I do not see the chest in the Arch Mage's Lobby. Am I missing something. Thanx in advance.

Perhaps you have a conflict.

Check your load order (FCOM helper is a great tool for that) and re-order with OBMM if necessary.
