That description you ask was already given. ESPs and ESMs goes in the /data, textures goes in the /data/textures and so on...
Normally installing mods is just unpacking it in the correct "root" directory ... I explain:
Some mods have one /data folder and some files inside the compressed file ... they are to be unpacked into the Oblivion folder, NOT into the .../Oblivion/data (you can say the mistake if you have another /data inside the /data folder)
Some mods have several files and folders. normally named xyz.ESP and folders like Textures, Meshes, and so on (these are to be unpacked into the .../Oblivion/Data folder)
Some mods have a folder with the mod name inside the compressed file... these are a bit more complicated since you need to unpack it in a temporary folder and select one of several alternatives the USER must choose one and copy to the correct places "by hand"
Anyway, is your responsibility you make sure the unpacker you use (Winzip, WinRar, etc) is configured to honor the subdirectory structure, since there are configurations to allow the files being placed at one only level, disregarding that directory parentage.
Edit: Make sure you are unpacking Everything too, not just selecting only one file inside the package.
