I've reïnstalled CS on my computer but now I can't use my scroll-button on my mouse so I can't pan the cell's interior anymore. Does someone knows how I can fix that??

I don't know how, I can only suggest you check and make sure you have the latest CS
version and fully installed with no errors or check your mouse hardware and software.

Most applications have keyboard shortcuts to mouse functions, I don't know them since I didn't need them until now. If so I would try the help/documentation and web search...

If you means your mouse have the roller and it isn't working the ini settings got messed someway.

Try renaming the C:\My documents\....\Oblivion\ConstructionSet.ini in the hope it makes a new one.
