when i became sheogorath i felt that the concept of "my realm,my rules" seems to be missing from your new position as a living god. so,here are some suggestions on how to improve your reach in the realm:
appoint new dukes:
----------------------
in your rise to the mad throne,you wacked both sil and thadon. before you can start your reigin you need to appiont your new dukes. talk to haskill to make the Audition. during the Audition,every citizen of the realm would come to your palace new confrence room. you will get to interview with each guy and after the Audition you will be able to invite him to your court room to give him the good news if you acept him to one of the courts of madness. the new dukes will resume the old guys jobs and will attend they new duties.
Inquisition:

some times,the laws of gods needs to be inforced. just like vitarn before them,there are those who decide to live throgh the cyrodill way of thinking. these heretics,which defi madness itself must be punished. you can deploy your Inquisition when ever you see blasphemy be done. the Inquisition will purefy your realm of the heretics (not vanila heretics,the new cyrodil fanatics) just go to the Inquisition halls of your palace and deploy and undeploy them at will)
warp reality in the isles:

as haskill tells you in the very beigining of your arrivel to the isle,the madgod is able to control the realm at his will. you can control your from anything from the from drivin' people crazyer then they are already to create cheese storms and yarn cows rampage. you can control the mad warp's power to warp a thing from madness itself. like having madness guards,the unholy army of sheogorath,a monster of your wish,grummitzilla and other stuff of madness.
taxes-the royal way to make it with the wonga.

as the ruler of the isle,you have the ability to collect and raise taxes. your tax collector will collect taxes (which you can raise acording to your whim) from every citizen of the realm. the tax will go to the royal tax collecting vault where it will be safe (as the madgod you can help yourself to a few coin,if you know what i mean) but be warned. raise the taxes to high,a civill war may start (more on that later)
civil war- a realm split apart:

as i have sad sooner,raising the taxes to high may lead to a civil war. the civil war will acoure when you beetwin the outraged land and the one loyal to you(if you raise the taxes in dematia you will fight on the side of mania and vice versa). you will go on a searise of evantes depanding on the land you join sides with(should be fully voiced by the way but no pressure). if you win,they will have to pay more a confined tax which gives you more wonga,and if you surrender,you will have to give the throne to the rebel's duke.

its not a bad idea actually-
its kind a like in vanilla oblivion when kvatch is destroyed..
and there is many mods that rebuildts kvatch but this is never seen before.. i mean: i atleast have not seen it jet..

Yeah, there definately needs to be some extra stuff in the Shivering Isles; seems that expansion is sorely lacking in big mods. Not surprising, but it is a shame no one wants to take advantage of the Plane of Madness. This would be great, but the few huge issues I see with this are issues seen in any large mod; ridiculous amounts of creative scripting and several new models. Not undoable, but alot of work. However, I think you could get some people behind this. I for one would love to see some extra things in the Shivering Isles.

What part of TES4 gives you a feeling that it was?
I personaly think that they released oblivion some 5 months too early.

tes4 isnt finshed its supporsed to have a lot more into it but as you say they were 5 months early they wanted it to get relased before another game i beleive leaving bits and quests not made or finshed or the bugs worked out right
there was a rumor that the Bethasolf was going follow morrowind in the way of building in a way it did ( cropsfold) but it wasnted finshed Cropsfold was ment to be bigger and have a caslte next to it as a reward the cropsfold quest was changed big time then to what they ( from rumor) wanted to make

Pfft, wana see how unfinished it is? Just look at the anvil concept art! Anvil was meant to be 2-3 times bigger than it realy is.

yeah i think that SI really lacks after mq stuff too. basicaly all you get to do is change the weather

If you want to add some spice to SI, try this mod:
SoTs Rise of SheogorathI highly recommend reading the description before installation, however. This mod is huge in scope.

*cough*bethesdas a bunch of lazy people*cough* thats why nothing looks like its concept, they were concernced more about release dates than quality and released it before they could iron out all the bugs and give everything the way it was meant to be given
