I was just wondering if I could or not because I can't be bothered to play most of the quests again and my current character is a decent level. The aspects I was thinking about are name, race, face and hair. I don't mind using mods to do it so fire away.

i am sure that there is mods.. that does that..

i know a mod that adds a book,, the book makes you only able to change your gender, hair etc.

"the necromancer shop" i think:D
WoogieMonster
Press the ~ button
Type showracemenu and press enter
When the character screen opens do not close the cheat console by pressing the ~ button again or else your stats will go away.
Make the changes you want and save your game to a new slot (for safety)
Shutdown the game and reload from new save.
Enjoy new character in middle of old game.

I think you mean Kobu's Character Advancment System since it have the "Book of Destiny" that isn't indeed a book but have a use only one time feature that allows changing the character features, ranging from sex to anything.

Since this mod changes the leveling system it's use must be pondered if is something the user wish, but from my own experience I think it worthy. The mod integrates very well with all overhauls, including the Intelligence overhaul and with the UI mods, like Darn's and DarkUI

Yet, to more complex changes offline tools must be used, I don't know about then by experience although I know Wrye's Bash have a feature to import faces and such.

Edit: I mentioned Intelligence Overhaul instead OOO, Fran's, etc because the first is the one that could pose more conflicting issues, yet they integrates well and complements one to the others.

Thanks everyone for contribution, I have changed my race its just annoying how you go from a Nord with 100 strength to an elf with 82, and for some reason I can level up. I had necromancer shop and I never realised you could do that cheers for that aswell.
