Firstly stahlrim does not thaw. You need to do the East Empire Company quests to be able to get hold of Stahlrim and you will know when you can.

Secondly, the nords of the Skaal village are the only way you can do the main game quest so I suggest you load a game before you kill them.

Go back to Fort Frostmoth. Talk to Carnius about the EEC and Captain Carius's about the fort and you'll eventually get both to the Stahlrim and the Skaal village. I hope this helps.
