turns out i needed to get a new game cause my Disc was scratched badly. but then i loaded that. tried to load it with OBSE and i get this.

Before buying a new disk, try this site for repairing the old one.

no offence man but the point is i did buy a new Disc. i just need to know how to fix this current problem and this Disc is nt diffrent from the last one its also the GOTY version

Does it work without OBSE? If so, try downloading and installing the newest OBSE 0015.

You may also try reinstalling Oblivion using the new disk.

i've done both e already. it dosnt work without OBSE i tried to use the default launcher. i cant figure out what the messege in the URL above means. can you tell me what that messeg means?

It has something to do with the rendering - If you can't run after reinstalling there may be a problem with your new disk.

alright apperently i may have my moniter plugged in to my motherboard instead of my Graphics card

And do you have an integrated graphics card? If so, it may be waaay too weak to handle Oblivion (I know how non-gaming-oriented built-in GPUs are) and then plugging your monitor into the VGA you use for playing games is indeed a worthy try.
