My friend told me that you could make armour if you gave a guy materials. is this true?? if so where is he?

You don't make the armour but yes, you can have armour made for you, glass, adamantium and ebony IIRC. Look for the smith in Godsreach Mournhold on the ground floor of the Craftsworkers Hall. (Between the Museum and the Winged Guar).
BTW In Bloodmoon you can get snowbear and snowwolf armour made by the smith at Thirsk and Stahlrim armour made by Carnius or at Graring's house depending on who you side with in the EEC quests.
Don't ask me which is best. Glass and snowbear, and I assume snowwolf, though I have never had any made, is light; adamantium and stahlrim are medium, ebony is heavy. The snowbear is enchanted with 5% resist frost.

Out of curiousity, does the armor have any special properties? Or would the ebony armor I receive from there be the same as the armor I find on a random vampire or that I can buy from a high end merchant?

yes the snowbear and snowwolf armour have resist frost 5%
and the snowwolf armour is waay better

Exactly the same. So it's really just an interesting idea that doesn't have much useful purpose.

i dont mean to be redundant, but just for clarity...
when they say 'custom' armor, it is not. it is jus expensive ordinary armor. am i right?

Yes, it is exactly the same. I believe that is what Peregrine meant when he said the above quote.
It's not even renamed- just regular glass, ebony, or adamantium armour.

Correct. The custom armour in Bloodmoon is Snow Wolf fur armour or Snow Bear fur armour. Each piece has a 'special salve' applied to it (i.e., enchanted Resist Frost 5%). The total enchantment, with all eight pieces equipped, is 40% frost resistance. However, this is not easily acquired, as each piece requires a snow wolf or snow bear pelt, which are very rare, and a certain amount of gold.

for a hand, if you are a lightweight character, or just have too much stuff, cast a mark in the armorer's studio and leave all your ore there before you have enough to make anything. then, make a second trip.

Technically you can also make armor by customizing it with enchantments. (this also gives you the ability to rename it)
