alright so.. i downloaded a camera movement mod a long time ago... i dont even remember what the vanilla camera is like anymore.

Vanity mode and console command 'tfc'.

To rotate the camera around, press and hold down the "R" key. Then use the mouse to rotate the camera around the character 360 degrees.
As for move the camera around when they are walking or running. You need to have the character in auto walk mode by hitting "Q" key, if you have always run on this will cause your character to auto run. Then do the same as the above. Hit and hold the "R" key and rotate the camera.
