Most of them are closed from non-JP IPs, primarily because English speaking people have been going to those sites that weren't, and abusing modders there, increasing strain on download servers, and generally being rude. It's best not to advertise those sites and instead let those who are willing to share their work, come to sites like the Nexus. In general, modding relations between east and west havn't worked out too well, what we havn't just stolen from eachother (most of it on our part), we've simply just used with more "why doesn't this work for me" or "why is your readme in a language I can't read" kinda comments at the source.

And most foreign made mods can often conflict heavily with your game due to the language issue, dosens of things being named in that language, or because those mods are made with a different game version, or because those mods were not made with common western mods in mind (ooo, frans, mmm, UL, and other large mods which affect large portions of the game) and since any information related to the mod is in a language that the user can't read, those things aren't understood by the user. And thus the user gets upset about a mod which "doesn't work" and decides to send an e-mail to the author bitching about how it "doesn't work" often either in English, or poorly translated by google.

So in short, no. Sharing links to those sites somewhere like this, which happens to have some people who would actually do those things mentioned above, is probably a bad idea for everyone. I mean, enough damage has been done with one site that shut down because of so many American and European downloaders leaching files which were originally posted within one of the 2chan (and similar) forums, and were intended for only those who spoke the langauge. Afterall, you need to have a basic understanding of English to use an English download site... It's only fair.

You can check Oblivion related threads on 2ch.net, however, you should remember all 2ch threads are locked and moved to archive once its topic count reaches 1000(and some threads are moved so fast).

**Please, respect modders. Even if their mods don't work too well for you, do not send them hate mail with poorly translated languages.
