Where are all the children in Morrowind?

There is a thread entitled Children NPCs. Various opinions are given there. You'll find it, and many others, if you search for 'Children' on All Forums over thirty days. This gives both 'Morrowind' type answers (low fertility, etc.) and factual answers (to avoid the possibility of killing them). Check it out.

Morrowind woud be alot better if children were there but then again many people woud have killed them. maybe they shou be like an npc who will be born again after 1 day.

they couldnt script for children because the children would have to age, which would be very space consumming. there are mentions of daughters (hence, diviath fyr's) and sons (hence that armorer-lady in ald'rhun redoran council hall), but they are full grown and thusly dont count.
but they dont have to age.

There was a topic on this a while ago in the MEMod forums. There is a legal issue attached to the existance of children in a game- they cannot be there if there is any possibility of them getting hurt.

why would them getting hurt be a legal issue? it doesnt make sense.

Here's the thread from the MEmod forums where it was discussed before. I didn't see any definitive proof that there was or was not a law regarding the existance of children in video games, but I think the issue would be that people would just be upset that defensless children could potentially be killed. If they aren't illegal, then the devs just decided not to make the new race height options.
I remember a mod that I got somewhere, I froget. It was the race of hobbits. Although the author wasn't an expert he just copied the wood elf race but made the proportions smaller.
Simple solution to child-killing problem and the legality therein:
Make it so that children are impossible to kill. Swing at them and all you hit is air. Case closed.
