i was wondering i have downloaded the latest version of obse do i put it into my oblivion data file like a mod or what?

There is a very detailed readme in the obse zip expaining how to install, upgrade etc...
I have not my gaming computer in front of me thus I am unable to help you and guide you step by step however from what I recall the Obse readme was pretty clear...

There are six files, their exact filenames are written in the reabme, which you must simply put in your Oblivion directory. After that, in order for OBSE to work, you need to start your game not by Oblivion.exe, but by obse_loader.exe .

um where is the oblivion directory lol sorry i am not a computer wiz

C:\Program files\Bethesda\Oblivion

Or whatever other partition you installed the game. Probably was at the default and so, that above.
