I need to tell the Skaal shaman that the Ritual of the Gifts is completed. I didn't follow the order laid out in the historical scroll, so he doesn't think it's done. Any help would be greatly appreciated.

You need to have the right entries in your journal to move through the quests. There is a journal console command to add the right entries to get you back on track.
