When I play oblivion I find myself always raising hell anytime I have to pass through a town. Since half the fun of oblivion for me is to experiment or simply 'play' with the physics and AI I have no desire to break this habit. As soon as I stop 'playing' and just drudge through quests the game becomes boring and I quit soon after.

I've been looking for guard behavior mods and various cheat mods so that I can wreck havoc in towns and restore the town, without having to reload my game. Technically with a resurrection spell and the code 'player.payfine' I can accomplish this. But they guards are far too disruptive and annoying. Having to pause my game to talk to them, then pause again to use the payfine code is extremely tedious over a huge town battle. Hell I would be happy if I could simply remove guards from the game without ruining quests. I don't play a thief type so they really add nothing for me except hassle when I'm messing around.

I found a mod: no more crime by mezlo http://www.tesnexus.com/downloads/file.php?id=12702
Mezlo also made the ultimate cheat mod but I cannot find a place to download it from. So I haven't be able to try it.

The No crime works mod works nicely, If I could simply pick it apart and only use some of it, and toggle it on and off while playing I'd pretty much have what I want. My biggest issue is that the npcs never fight back, and sometimes the guards still disrupt you.
