Ok, I've seen some mods that have models in them that were obviously created by single authors and not in the original CS. So I was just wondering, are they using 3dsmax to make them? Or is there some other program to use?

They ARE added in the CS, but produced (modelled) in a graphic design program, such as 3DsMax. There are several other programs available for the same function, but Max is the most prominent.
