I think you just want the TFC (That's toggle flying camera) console command.

While you are correct, Login, I don't think he wants that. See, tfc makes the camera go wherever you want, but you as the character can no longer move. The camera becomes the player (I know you know this; just reiterrating). What he's asking for is a mod that makes the camera able to zoom out and around the player without the character moving. In other words, a fully orbital camera that the player character won't respond to as far as moving, but when the player actually inputs a move the camera will track with him. If you can understand of all that jargon, I think you'll find that it makes sense. I've also wanted a mod like that for a long while.

that exactly what i want and from your comments i gauge that it unfortunaly does not excist yet
pity but it could not hurt to ask
after all what good are pose packs if the cameral is fairly limited in control

Oh, okay. What knowledge I have about the camera suggests it's not really doable, aside from maybe a few keys set to play animations (such as walking) on the player while TFC is active, but...

Well, there is "Vanity Mode," which is where you press and hold the "R" key. You can then move the camera around. There are very limited action options though. You can only do running (you can't steer), jumping, casting spells, etc.
