Serious, you must supply us with details, how this happened? have you installed some mod before this happening? have you tried deactivating this mod? have you tried something with the console?

At least post the list of mods you are using now, in the order they appear. Remember we don't have a crystal ball (yet this would be a very good thing to have).

It could also be because of stunted magicka, a trait related to a birthsign, and used by some spell mods to make magic based characters more "fun". It would show up under your list of magic effects affecting you. Removing a mod which causes this effect to be present, may not remove the effect. You would need to see why the effect is being added, and "cure" it that way. Without more information, there is nothing else to be said.
