Sorry.. no! What means 'saveini doesn't show up'? You have to type just <saveini>, press enter and close the console. That is! The game will overwrite your ini silently and the next time you restart it you'll have the new settings saved. But it worked, as for your writing.

Personally I use dev_akm suggestions about FCOM load order, setting it with OBMM. Then I adjust it using the f_order.txt of FCOM helper as guideline, still using OBMM. Finally I load every plugin with TES4View for a fine-tuning of the load order (although this could be a long process). When I get the final load order I set the BALO groups and how many offsets I need assigning then every mod to the appropriate group\offset. If you aren't so skilled in the use of BALO you can avoid to use it and use OBMM instead.

Make sure to install Oblivion in C:\Oblivion in Vista x64 turning off the UAC as well.
