Where is the witch that the two near-naked fighters are looking for?
They are found on the Bitter Coast......
One is looking for his axe, the other is rooted to the ground.

Do as he nords tel you go north and the camp will be there talk to her and she will about his axe with have a name.

Ah ha... So it appears that they are communicating.
The "witch" that ran off with Cloudcleaver can be found standing on the back path to Ald-Ruhn. No witch is associated with the NPC that has witchwither -- just cure his disease and he will give you a fashionable hat. Mind you, it doesn't even come close to what you get at Palansour, but it's a suitable reward for pouring an elixir down a Nord's throat.

well on that other quest I chosed potion cure but he wont take it

Then you haven't got the right potion. It's happened to me. Check which ones you haven't got and buy some. (I can't remember if it is cure disease, restore health or cure paralysis. Someone else on the forums may remember.)

Cure Disease. But a spell of Vivec's Touch works equally well.

Yes. It does seem that she has right on her side. Unfortunately that will leave an open quest in the journal. Only by giving the Nord his axe back can you get the desired journal entry closing the quest.

Yeah.... I quick saved before I did it, and tried it both ways. I was going to kill the Witch, then Give the Nord his axe, then kill the Nord and get it back.....
But I decided against it.
And I don't mind the open quest.
