I think i once heard in a best ranged weapon arguement that dwarven darts were good because they regenerated, as in they would gradually reappear in your inventory. Firstly, is that true? and secondly, if it is true is there a way to give other ranged weapons like arrows or other darts the same regeneration capabilities. And lastly, are these respawning dwarven darts only found in one special location, or can they be found in any dwarven ruin

I think what they mean by "regenerating" is that the creatures/machines that carry them regenerate fairly often. The creature that carries these darts are the Dwemer Archer in the Dwemer ruins in Mournhold (tribunal expansion). That is the only place to get these weapons. However, one trip should supply you for awhile, as each Archer usually carries 10 darts, and about 10-15 archers can be found in the ruins at a time. then when you run out, simply return to the ruins in mournhold, kill more Archers (that have regenerated) and get their darts. And yes, these darts truly kick @ss!

Respawning darts: Not true. There is a script that adds 5 darts to the corpse of a Sphere Centurion (once killed) in Tribunal, but that is not necessarily respawning.
There is a way to make the darts reappear in your inventory, but in a limited fashion. If you use the script below and apply it to a weapon (or dart) then there will be another one there once you throw one to replace it.
Script:
begin MarksmanRespawn
;this is for a marksman's weapon that repletes itself.
if GetPCItem"(itemIDhere)">1,
;they use it, so give them a new one
Player->additem, "itemIDhere" 1
endif
end
Something like that. But a huge problem with that is it gives the player a dart every time they have none of them. So there's a) an infinite supply of them and B) you can never really put it down. It's not necessarily cheating, but it's not really a purist script.

like i said its easier just to go kill them and take them when you need them, cheating hardly ever works right.

Also I really like the dwermer throwing darts, those have some kick for a ranged weapon, not as good as the Black Darts but they do respawn. Perfect for any assassin to have in their arsenal.
That was written by thanateros, and i guess the explanation of the creatures carrying them respawning makes sense but it sound from the quote that it is the weapon itself respawns. So if thanateros is reading this id appreciate a response as to what you meant.

1) The respawning is refering to the things that carry them. The black dart carriers never respawn, so the supply of them is very limited. But the dwemer dart carriers respawn, so the only limit to how many you can get is how long you're willing to spend getting them.
2) He finally got tired of Morrowind and is probably never coming back.

Nope, no way to get them without the expansion (or at least the xbox version that includes expansion stuff).

There are daedric darts in the daedric shrine near vivec. They should be the best of the normal game for the xbox.

I think the best long range weapon is the ring of paralysing power cast when used on target. enchanted with the best soulgem (golden saint trapped) you can use it 8 times for 30 seconds...walk to your target after paralyzation and hit him with whatever you have !
Of cause you first need to buy a spell of paralyze to enable enchanting.
Very handy to put it in your quick keys.
It costs you quite some $$ but then you have something decent for your bigger fights !

If u have XBox, I'm sorry, first of all, then don't waste time buying the whole game for computer when I'm sure it actually would run better on XBox. Just go to Gamestop or EB Games and buy the XBox GoTY edition. It includes both Tribunal and Bloodmoon, for your exploring/beating-snot-out-of-random-creatures/talking-to-people pleasure!

The parlizing ring is more of a spell than a weapon and besides it does no damage and weapons are better since you can enchant them to have paralization also. That way you also do damage at the same time.
