I'm hortator of both telvanni and hlaalu so now i have to become hortator of redoran. i searched the forums, but i can't find anything about who i have to talk to to get the places where the councils live.
could someone help me out with this, thanks

You've surely been there. All Redoran councillors are in Ald Ruhn, Under Skar. Start with the Sarethi manor and then work around the manors from the left (IIRC this is Ramoran, Llethri, Council Hall (to find Morvayn), Ramoran and Venim.

talk to all the houses:
-Redoran
-Hlaalu
-Telvanni
