Shunari is to be standing at the temple shrine. Dumb I know, but where is that shrine??

Actually, she's in the Temple Gardens. They are below the Temple, in the sewers beneath. They are a relatively straight walk through the Temple Crypts if you take the path through the Temple Basement.
