ok, i have just started to build my stronghold. Sarethi tells me that i also need to get the support of the councilors. The surviving Morvayn is in the Telvanni Council Hall. She is in her residence room in the vast hall under Skar. The door to her residence is under a pair of stairs.

Uh actually it's the Redoran Council Halls cmac. But the rest is correct

Oh..oh..oh is this about the third part of the redoran stronghold because I am done the second and want the third but the stronghold lady keeps saying "Tell me when you want a stronghold fit for a redoran counsillor".What do I do?

Perhaps this should be moved to 'spoilers?' Anywho, I believe you're supposed to go speak with Hetman Guls at your stronghold. He sends you to find marriage-able female settlers. You need only 2, and they can be found in Ald'Ruhn, with the appropriate, um, persuasion, on your part. You can also buy two slaves from Tel Aruhn, or talk with Galyn Arvel in Ald Velothi, who agrees to send escaped slaves to your stronghold, these last being obviously the more humane thing to do.

However, Desele in Suran (we all know her, I'm sure B) ) says that some of her dancers are ready to retire. So there you go. Remember, you need only 2.
