I think your enchant level may be to low... Go to one of the enchanters over at the mage guild. Altough be carefull that the enchanment isnt bigger then the amulets enchantment points.

Might be too low? With an enchant level that low you're going to succeed at making that item about the time hell freezes over. Pay someone to do it for you.

Pay someone. Its less hassle and by the time you get your skill high enough you will have the money to afford to buy the thing from the enchanter anyway. just have some expesive stuff to sell back and you will get most of your money back

The insanely sneaky way to do it is to make yourself a lot of fortify intelligence potions. Make sure you have a little alchemy skill, then get yourself some (a lot of!) netch leather, ash yams, and bloat (you only need two of those). The imperial chapels in Wolverine Hall is a good place to get these. Buy or steal some equipment if you haven't got it.
Now try to make a potion until you succeed. If it works, take it, then make more. The higher your intellegence gets the better your potions will be, so as you make and drink more potions your intelligence will increase exponentially. After say 30ish potions your intelligence should be high enough to make almost any enchantment work.
I wish I had thought of this myself, but I didn't, I read it somewhere. The disclaimer is that it does have the potential to unbalance the game.

Actually, AFAIK enchanting doesn't work like alchemy. I'm sure a friend of mine tried the intelligence buffing technique with enchanting before and it didn't work.
Basically what you need is 100 skill and a lot of luck.

(Not the stat. You know what I mean

)

Oh, and a little advice, find a glass tower shield.
I made one that does 100 points of fire damage in 45 on target when used, and since the number was ballanced, in only takes one point away from the charge when I use it!...
I was blowing them all to hell.

HELP!!
How do you a\enchant shirts with constant effect?
cmac

Same as with any other item- just select the shirt as the item you wish to enchant in the item window. If you want it to be CF, use a Golden Saint, Ascended Sleeper, Vivec, or Almalexia soul.

The governing attribute of the Enchant skill IS Intelligence, but, unlike Alchemy, it does not enchance the quality of your item. Enchancing the quality would be impossible, because the PC sets all the values for the spell. And the charge is always the same, but the number of uses varies, depending on your Enchant skill level.

You are wrong. There is no multiplier. The charge is based upon the soul that you have in your gem, nothing else.

There will be a different number of uses per item. If you have a lower Enchant skill, there will be fewer charges available, even if it is a powerful soul.

I have done much enchanting and the max charge is determined by the soul and nothing else. A goldensaint soul gem will always create an item with a 400 charge and a hunger will always make a 250. It does not matter the item. I have done it many times. The only difference between items is their enchant value which states the maximum power for an enchant ment that the item can hold. Each soul will always give the same chage.

Yes, they will have the same amount of charge, but the cost per use will be less depending on your Enchant skill. The better you are at Enchanting, the less charge you will use per use, and the faster it will recharge. And, even if you DO use the soul of a Golden Saint, it will not matter how many points it is if you out it in an item with few enchant points- you can have an item with a lot of charge, but a very weak spell.
EDIT: Sorry for the confusion before.
