Better then TES? That's a hard sell.
I'd personally have a hard time suggesting anything with the scope and visuals of Oblivion. It's like
the ultimate free roam scenario. Very few games come close to matching TES series w/o heading into MMO territory. If you don't mind easing off your GPU, there's always the aforementioned CRPGs Planescape, Baldur's Gate 2, etc. They're fairly open-ended in the ways you're looking for. If you're preference for customization lies solely in the race/class of your characters, I'd also recommend other Bioware titles such as Neverwinter Nights, SW:Kotor, or even Mass Effect. Pretty fun and inexpensive now. Also of note, the D&D titles are the only games I've played where race might factor into your ability scores. The other games merely supplied it as an aesthetic choice.
Otherwise go the MMO route. I've only ever played Final Fantasy XI, WoW, and City of Heroes/Villains and I don't really have the time for them these days though I'm sure others can recommend a few good titles.
