As for me, I may use other people's mods onto mine, but I still give them credit. I wouldn't ever upload my mods with other mods in it without crediting the authors or without asking permission.

As long as you ask permission, or the readme says its okay and that you don't need to ask for permission, and you make clear that the mod isn't yours, you can upload the mod if it isn't on TesNexus already.
Should the readme say nothing it's best to ask for permission anyway, and if the author really can't be contacted I you can still upload the file, but once again making it clear that you aren't the author.
