Small descriptions for uploaded files
Added the ability for authors to provide a small (255 character) description of the individual files they upload to an entry to help differentiate or explain what each file in the list does. Changed the way files are listed on the file page accordingly.

To add/edit small descriptions for already uploaded files you can click the file name in the "Files" area for that entry and click the file name. This pop-up was originally used to simply edit the file name, but now contains an extra field for adding/editing the small description.

This is a handy feature. I have modified most of my uploads with a prefix of either "REQUIRED" or "OPTIONAL" in the description to avoid all those "which file do I download?" questions when I have multiple files for one mod.
