Bandwidth leechers/DoS code fix Fixed an issue in the download.php code that meant that bandwidth leechers and DoS'ers could overload the mysql server with constant repeated attempts.

Sadly, the message isn't as clear as that of a low-yield nuclear weapon. A flux compression generator would work, too.
