anyone know how to change their voices ? for say Nec's EVA want that to sound like say mystic elf voice i downloaded off tes ages ago. and also maybe any info on changing other Nec characters sound effects voice.

You should be able to pick up on all the gossip about Silgrad over here:
http://oblivion.silgrad.com/ . Razorwing is your main man on this project, and on the website, he simply mentions the 'upcoming release' of v3.0, which boasts quite a lot of massive improvements on the initial v2.5 release here:

It didn't impress first time round but then again, it was very sparse and just formed the bare bones of the project (which is really huge!).
As far as the voice acting goes, I'm doing about four of the generic scripts myself and we should have some more real talent onboard soon and be really motoring. In fact, the voice actors are pouring in at the moment and we're reaching critical mass. At the moment, I'm roughly 66% of the way through my total work (which is a lot, let me tell you!). I think we're looking at some portion of it at least forming the release of v3.0 but it will probably just be a taster as far as the VA work is concerned. With a bit of luck, we'll come on in leaps and bounds and be able to release a sort of voice patch ahead of the next version, especially if I'm working my little socks off

lol nice good stuff, you wouldn't happen to by chance know how to change Breton sound effect for your own character in game would you? while i wait for the patch i wouldn't mind using mystic elf voice over original bretons which I'm sure Nec Eva is using.

Is that the actual player's voice that you're talking about there or the voices for NPCs? I was aware that someone had introduced remarks that come from the player's character themselves and that you can choose which one you want out of a fairly large selection (including Garrett from the Thief series, which interested me personally) but I can't remember the name of it myself. And no, I wouldn't know about that as I've not even downloaded it yet. If you find out the name, can you let me know?
The Bretons for vanilla OB is a different matter. It should just be a case of replacing the files in the folder with the address Bethesda Softworks/Oblivion/Data/Sound/Oblivion.esm/Breton . I'd rename the old folder as 'Breton1' before you do that though, just in case something nasty and unexpected happens. TBH, I'm not good at anything connected with the game itself. The only technical stuff I do is voice synth-ing but this should work judging by the experiences I've had. Other than that, it's something to do with the esm file itself which is not my department.

It looks like exactly the sort of thing that interests me, actually. And I noticed that an old ex-colleague of mine from the Thief community, Wynne Lurty, has contributed a set of her own. That's a very good sign because she was a much sought after talent from the old TTLG forums.

I'm not familiar with the actual Morrowind accents, personally. Are they good? If so, I guess I should take a look. Anyway, our generic scripts are slightly adapted to fit a more MW style. For example, many of my Khajit lines have been altered by our Khajit lore specialist so that they use some more of the voice pattern conventions and dialectical terms that, I believe, were originally used in ES3.
Likewise, I'm adapting the Nord script myself but more along the lines of lore than any other game or accent.

Regarding the above (concerning the sound sets), I should be able to contribute a little of my own stuff to brucevayne's mod as well. I just PM'd him

If anyone has any thoughts on player-character voices they'd like to hear, I'd love to hear your suggestions, btw. It'd be nice to respond directly to people's own favourite idea - challenging but potentially rewarding!

I'm not really sure, but the character Nec's Eva has a voice when I attack Bretons default in game I think it sounds awful not worthy of Nec's work face doesn't match the sound, and the Mystic elf voice sounds like kasumi from Dead or Alive which is great for assassin/Ninja classes. think that mystic elf voice only applies to mystic elves, maybe theres a way to change the others too? I thought i changed them all by overwriting their sound files, but maybe something in Nec's are unique and have specifics. like they have specific textures maybe they have sound files too unique bound to them, if someone knows their oblivion and uses eva mod maybe they can teach me how to change it lol. i used css sound sets but that mod seems to mute all my own players.
edit- Actually I got the sounds working with css sound files i had to make a folder and put all 12 css inside and rename the folder to what it wanted me to, i should study readme's over and over till i get it right, still nothing that says in readme how i can add my own voice to characters i want namely Nec Eva since im currently playing through game with that character, next i might use kaleah or make my own. thx for the info, if anyone finds out how to change sound files not dialogs voices but when u get hit , death and attack voices, please let me know would really appreciate it, I'm sure im not the only one that would like to change these files, while we wait for the uber cool sound mod.

I'm sorry. I don't know what you mean by NEC or Eva or much of what you have there in the first paragraph. I suppose I should have checked before submitting my shameless plug. I just assumed you were talking about the Sound Sets, I think.
One thing it may be useful to know is that unless the files are mp3s with the following format conventions adhered to then there are always going to be complications: mono mode, 64 kbps with a 44100 output sample rate. I also heard elsewhere that the mp3s must be LAME codec format but that may just have been to do with music files, I'm not sure. That's about as technical as I get
I'm just about to equip the sound sets so I'm still not sure on how it works and how you choose your character but, once you find out, my suggestion is that you enable that mod and then replace the files from your chosen character with your own files using identical file names and the aforementioned format convention. Then I don't see any reason why you shouldn't be in business

edit: btw I got sound/voice working for EVA, all i did was copy over some voice files from the zips in this mod

There is also a mod out there by one of the Voice acting guilds that will let you change voices on NPC's in game. I can't remember the name of it right now though

. I will find it on my HDD when I get home and link it for you.

That sounds interesting as many npc's also mimic my voice and same old voices, is it a spell what your talking about?

I voiced two characters so far - Jeremiah (a Paladin, some of whose lines have been borrowed from the old 'Thief' game series) and Ja-Kha'iit-myr (a Khajiit Assassin). A third character, Borrodin Amelius, another Paladin, this time mage-based, should be out very shortly as I have already written his lines and the recordings are already done.
Of course, I don't think there's anything stopping you from downloading one of these sets that fit your character and supplying your own voice
e.g. my mage-Paladin now has specialist dialogue for casting some spells and riding horses. You could use it to add your own voice. Just make sure that if you're planning on releasing the voice set that you let brucevayne know so that he at least receives the credit due to him.

Looks interesting thanks a lot, don't worry I really doubt I will voice anything lol my accent is too English and Slang sometimes, that and Iv never voiced before wouldn't know where to start and finish,
Those oblivion sound sets remind me of a mod that you can download merged 12 esp and you cast spells on npc's that join you giving them their own voices, cant remember what thats called something css merged each character had css calisto or something then there was css merged esp for all 12 in one.
