its called Cacheman, the new version, 5.50 works with XP, and what it does is changes your poor memory management, even with 512mb RAM there are problems, although, this is for the little people, like me, stuck with 256, or 128, can after a few more frames per second in your games, or loading times.
it lets you adjust several things that are told here

you can also download it there

to prove its good, i used to get 8fps in seyda need, draw distance all the way down at 800x600 (shocking i know, tomorrow and i get a new video card), it went from 8fps from the cencise door, to 12fps, this is a amazing achievement for my pentium 3 500, and more examples

Quake 3, 1024x768x32
before - avg fps, 28
now -avg fps, 35

C&C Generals
before - avg fps, 2 (no, im not joking  )
now - avg fps, 6 (yep, 4)

isnt that a surprise....although....if you play morrowind with not a slight hint of lag at maxed out settings, then dont bother.
